New Hope Village is a 5-acre site that is comprised of a 105-unit, 14-story high-rise constructed in 1974 and 64 apartments in seven 2-story buildings built in 1976. The high-rise contains a 5-classroom daycare center and playground. The project is located in the University Heights section of Newark, NJ, adjacent to schools, shopping, and hospitals. The redevelopment is an Acquisition-Preservation tax credit project. As part of the renovation, 5% of the units were altered to afford barrier-free accessibility. The renovation was designed as tenant in-place except for the barrier-free units which were vacated through lease non-renewal. Energy efficiency is addressed by replacing windows, utilizing LED lighting, increasing attic insulation, installing low-flow faucets and showerheads, replacing central water heaters and boilers and pumps, and replacing corridor make-up air system. Long-term maintenance items include re-roofing, barrier-free restrooms in the community room, replacing damaged sidewalks, new lobby and elevator finishes, exterior site fence replacement and parking lot milling, repaving and re-striping, and providing accessible routes.
