Pennrose, Thriven Design celebrate ribbon cutting for Sun Pointe

SEPTEMBER 17- Thriven Design is thrilled to join its project partners in celebrating the ribbon-cutting for Sun Pointe, a new affordable multifamily development located in El Paso, Texas. The 146-unit community was developed by Pennrose, in coordination with Capstone Building Corp., JMT, Innova Services Corporation, and Housing Opportunity Management Enterprises. Thriven Design provided architecture and MEP engineering services for the project, which revitalized a 52-year-old public housing site owned by the Housing Authority of the City of El Paso.

Scope of work included renovation to 24 buildings and a community clubhouse, as well as the addition of sports courts and two new tot-lots. All buildings and units received extensive interior and exterior improvements and new, up-to-date electrical, mechanical and plumbing systems. The updated clubhouse includes a community room with a warm-up kitchen and covered patio, a theater room, a suite for on-site property management and a laundry room. The Sun Pointe community is within walking distance of local retail and restaurants, and is across the street from the Texas Department of Public Safety and the Sun City Child Development Center, while both the JM Whitaker Elementary School and the Western Technical College – Diana Campus are less than 1.5 miles from the development.
Sun Pointe received project funding during the 2021 TDHCA 9% application round, and finished construction in August, 2024. Much of the funding for the project came from tax credit equity from RBC Capital Markets. Other funding sources for the project included a construction loan from JP Morgan and gap loan from HOME.
Thriven Design and Pennrose have more than 35 years of shared history collaborating on affordable multifamily housing. Their shared portfolio spans five states and has revitalized many former housing authority sites, in addition to their work on Sun Pointe. In New Jersey, Pennrose and Thriven Design transformed the former site of Glassboro Housing Authority’s Ellis Manor into the award-winning Village at Harmony Garden. In Griffin, Georgia, Pennrose and Thriven Design collaborated on Oaks at Park Pointe, an 84-unit update to the former Meriwether Homes, in the context of a neighborhood-wide revitalization effort promoted by the Griffin Housing Authority. In Atlanta, Georgia, Pennrose and Thriven Design are currently revitalizing the 12-acre site of the former Herndon Homes. Master Planning for the project was completed in 2020; Phase II is estimated to be completed in 2026.
